Konneh reminded the Senate of its April 2024 vote to establish the court and referenced President ’s Executive Orders No. 131 (2024) and No. 148 (2025), which created and renewed the Office for the Establishment of the Court. He described the court as a moral and national imperative, noting that over 250,000 Liberians died during the civil wars and many households continue to suffer trauma and hardship.

While acknowledging progress, including plans to launch an anti-corruption component in 2026 and war crimes trials in 2027, Konneh expressed concern about sustainability without legislative backing and long-term funding. He urged the Senate to invite Dr. Jallah A. Barbu, head of the court’s establishment office, for a comprehensive briefing on progress, funding, international support, and potential political resistance abroad.

Konneh concluded that the Legislature’s legacy will depend on its action or inaction, stressing that establishing the court is vital for justice, reconciliation, and Liberia’s global credibility.
