LRA Explores Zambia’s Digital Tax Administration to Drive Revenue Modernization

The Liberia Revenue Authority (LRA) has intensified its drive to modernize the country’s tax administration by dispatching a high-level delegation to Zambia for a five-day benchmarking mission aimed at studying one of Africa’s most advanced digital tax systems.
The delegation, headed by LRA Commissioner for Domestic Tax Margaret P. Krote, is participating in the African Tax Administration Forum (ATAF)-sponsored study visit to the Zambia Revenue Authority (ZRA), where tax officials from Liberia, Malawi, Lesotho, and ATAF are exchanging knowledge on digital tax administration and revenue modernization.
The benchmarking exercise forms part of the LRA’s broader strategy to strengthen Liberia’s tax system through technology-driven reforms designed to improve efficiency, transparency, taxpayer compliance, and domestic revenue mobilization.
During the visit, the Liberian delegation is examining the ZRA’s integrated digital tax ecosystem, including the TaxOnline platform, the Smart Invoice electronic invoicing system, advanced data analytics, information technology infrastructure, and the Authority’s digital operating model. These innovations facilitate electronic taxpayer registration, online filing and payments, digital document verification, and e-invoicing while reducing compliance costs and enhancing public confidence in tax administration.

According to the LRA, lessons from Zambia’s successful digital transformation will directly support Liberia’s ongoing tax administration reforms, particularly preparations for the implementation of Value Added Tax (VAT) and the expansion of digital services across the country’s revenue system.
Commissioner Margaret P. Krote described the mission as a significant milestone in Liberia’s digital transformation agenda, emphasizing that firsthand exposure to proven digital tax solutions will provide the Authority with practical knowledge needed to strengthen institutional capacity and accelerate modernization efforts.
She noted that learning from countries with successful digital tax systems will enable the LRA to adopt international best practices that improve taxpayer services, enhance voluntary compliance, increase operational efficiency, and ultimately boost domestic revenue collection.
The Liberian delegation also includes Assistant Commissioner for Customs Ports Operations Edwin F. Kendema, Assistant Commissioner for Transformation and Modernization Robert S. Kamei Jr., and several other senior officials representing key operational and technical departments within the Authority.
The benchmarking mission underscores the Liberia Revenue Authority’s commitment to embracing innovative technologies and global best practices as it works to build a modern, transparent, and efficient tax administration capable of supporting Liberia’s economic growth and broader public sector reform agenda.
