An investigation conducted by The Closing Argument has uncovered concerns regarding executive leadership composition at the China Union Concession Area, raising questions about compliance with provisions outlined in Liberia’s Mineral Development Agreement (MDA) framework.
Findings from the investigation indicate that several top-tier executive and strategic management positions at the Bong Mines operation are currently occupied by foreign nationals, with limited visible Liberian representation at the highest decision-making level.
Under Liberia’s economic participation framework, including principles consistent with the Liberianization Policy, concession agreements typically require companies to prioritize qualified Liberians for employment, implement structured training programs, and establish clear succession plans aimed at transitioning leadership roles to Liberian professionals over time.

However, the investigation found no publicly available localization roadmap or clearly defined executive succession timeline that demonstrates progressive transfer of strategic authority to Liberians within the concession.
While foreign technical expertise is often necessary in specialized sectors such as mining, the core issue centers on whether the company is operating within both the spirit and letter of its contractual obligations regarding local participation and leadership empowerment.

The findings raise broader questions about enforcement oversight, transparency in concession management structures, and the practical implementation of Liberia’s local empowerment policies within the extractive sector.
