Civil Service Agency Expands Paperless Credit Scheme for Government Workers

The Director General of the Civil Service Agency, Josiah Joekai, has announced the expansion of the government’s Legal Power of Attorney (LPA) system into a fully automated and paperless credit scheme aimed at easing financial pressure on civil servants.

Speaking during a joint signing ceremony involving the National Insurance Company of Liberia and International Bank Liberia Limited at the Ministry of Information press briefing, Joekai said the initiative is improving access to goods and services for government workers through modern technology.

According to him, enrollment in the LPA system has increased from 4,000 employees in 2024 to 9,433 following the automation process. Civil servants can now purchase household and construction materials on credit using biometric verification and Point of Sale machines without paperwork or pro-forma invoices.

As part of the reform, the CSA also signed an agreement with NICOL to provide vehicle insurance for government employees on a credit basis. Under the arrangement, workers can obtain insurance with no upfront payment and spread the cost over six months.

Speaking on behalf of NICOL, Acting Board Chairperson Ansumanah Jallah described the partnership as a major step toward improving employee welfare and expanding affordable insurance access for public servants.

Meanwhile, Joekai disclosed that 304 employees of ELWA Hospital have been transitioned to the government payroll under a presidential mandate. He said the workers have already received their April 2024 salaries totaling over US$104,000, while efforts continue to settle March arrears.

The CSA Boss further revealed that since the automation began, more than 1,051 transactions valued at over US$400,000 have been processed through the system.
