Allegations of Assault, Intimidation and Abuse of Power Emerges In Monrovia Land Dispute; Catches a Liberian Senator in Web

A disturbing allegation involving Senator Zoe Pennue has surfaced following an incident connected to a disputed property on 23rd Street in Monrovia. According to a written statement by Fouad Eldine, the incident occurred on May 8, 2026, during a resurvey process organized through the Liberia Land Authority involving surveyors and community representatives.
In the statement, Fouad Eldine explained that his father, Cllr. Abraham J. Eldine, requested his presence at the property during the scheduled resurvey. The property, described as a quarter lot with two small buildings located across from Tiktop Restaurant, was reportedly being officially resurveyed in the presence of surveyors Moses Fahn and Doeyou from the zoning section of the Liberia Land Authority, along with a community chairperson.
According to the statement, the process was violently interrupted when Senator Zoe Pennue and several men allegedly rushed onto the scene and assaulted those present. Fouad Eldine alleges that Senator Pennue personally slapped him, knocked his iPhone from his hand, smashed the phone with his foot, and physically attacked him while making threats that “blood would be wasted on this property.”
The statement further alleges that bystanders had to pull Fouad Eldine away from the scene to prevent further assault, while surveyors and others fled due to fear created by the confrontation. He claims the group accompanying Senator Pennue carried sticks, metal objects, and other items allegedly used to intimidate people at the property.
The allegations have triggered concerns about abuse of power, political intimidation, and whether ordinary citizens can safely assert property rights when disputes involve powerful public officials. The incident also raises questions about respect for lawful land processes and the protection of citizens participating in official surveys conducted under the authority of the Liberia Land Authority.
At the center of the controversy is the broader concern that violence and intimidation should never replace legal procedures in resolving land disputes. If proven true, these allegations would represent a serious abuse of influence and a troubling attack on the rule of law.
